My student is mandated 3 hours a week but I worked like 12 hours a week now due to finals. What do I do about billing?( It’s through an agency)

You can't expect to paid for working hours that the city didn't agree to.

You should have discussed this with the mother beforehand. You can't bill for hours your student doesn't have. You might have been able to ask the mother if she would want to pay privately for extra hours but for this time I don't think there is anything you can do.

As others have said, I understand you wanted to be nice but your not going to be getting paid for that.
