are you looking for drugstore? Or higher end?
Best place to buy drugstore makeup is either walmart or Ulta, using their $3.50 off of $10 coupons. These can only be used on drugstore brands (covergirl, revlon, Nyx, etc.)
Higher end makeup is the same price everywhere, but different places will have promotions at different times- I.e. Sephora will have 20% off at their VIB sale, but Macy's will offer 20% off at different times as well. You can sign up for emails for different brands and they'll typically send you a coupon around your birthday. But base price for high end makeup is the same no matter where you buy it.
