Another vote for Elzee.
The store on Coney Island Ave between Ave J and K is closing this week and having a sale. They had a large selection of pencil skirts in blue, black, grey in sizes 22, 24, 26, 28...
I'm not familiar with the elzee boro park store.
Edited to add also Esteez, which someone also mentioned. I find that all her skirts run very differently so you need to look at her size charts carefully. I always need skirts larger for my hips and only one of her skirts, the slinky short skirt, fits well. I returned the others. Esteez also has a selection of classic plus size dresses which are very forgiving of the hips.
