My dds bday is in the 9 days and every year she has a small party at camp with some cupcakes. They never told me I couldn’t. This is the first time I heard it’s an issue.

Some things are not an issue as much as they are a feeling.

DS was born 8 Av so whatever we did for his birthday was done early in the day but we were told not to have a party.

I have a DD with the same birthday! We always tease her that even when Moshiach comes she won't get much of a celebration on her bday, since it will be Erev YT. Among her older sisters are another one born in the 9 days, and one whose bday is right befor Pesach, so she isn't the only one in the house with that issue. My DH's bday is on a tzom, and his parents used to tease him that they would save money by making his bar mitzva bo bayom.
