We have a hall, and very cheap musician (teenager). Any ideas for catering/food that is not so expensive, (like, really cheap). We can't bring our own b/c the hall doesn't let.

I don't know the region - but you should make a list of all the local catering options - and call them and ask what they can do for X per person. X being what you can spend.
You may even try a few that aren't local and see if they'll deliver for you.
Then hire one.

Thanks, if we did chinese buffet what would we do for a first course, right when people walk in? Any suggestions?

You'd have your appetizers at the buffet - like you would at a restaurant.

Depending on options, frequently includes egg rolls. Could you plate an egg roll prettily at each place? (Maybe cut on the diagonal with a pretty squirt of duck sauce and mustard)
