I plan to hire waiters for a simcha I will be hosting. The agency quoted a flat rate for a certain number of hours and then the person added plus tip. How much would be appropriate to tip?

Ask the agency how much to tip. Sometimes they include the tip in the total.

I would say 20-25%, rounding up.
Of course it depends on how hard they work and how demanding the job is.
I usually error on overpaying, it usually means a whole lot more to them, both financially and their sense of being valued and appreciated.
Additionally, if they are not Jewish, you want to make sure it is a kiddush Hashem, if it is frum kids, you want to provide positive encouragement and would want someone to tip your kids well, and if it is frum grownups, they probably really need the money.
