Op, are you sure you're not overreacting?
You say he usually doesnt spend on himself and he needs a new clothes. It may come out of savings, but he's not going into debt or paying interest on his purchase. He also has a right to purchase what he needs, and even, at times, what he wants, and he also has a right to access savings that he's worked to earn. You say this isnt a usual thing, so to me it seems like overreaction.
