My one year old does not have dry skin at all. Yesterday I noticed that his lower lip looked white/dry. It's looking the same today. Anyone have this and know what it could be? I'm a FTM so not sure if it's something to be concerned about. I think he drinks enough and I don't think he got sunburned.

Is his pallet and/or tongue also white? Could it be thrush?

Watch what he does when he's bored. He may be absent mindedly sucking on his lower lip, and making it chapped.
You can get the stuff that makes your thumb taste bad, and put a little just under his lower lip (not too close to his mouth though.) Find something else for him to hold, play with, chew on, etc.
This is assuming you've ruled out everything else, of course. Check for thrush, eczema, and all the medical stuff first.
