I'm upstate for the first time and everything seems so expensive.
Based on your experience, which store has better prices overall?

ShopRite. They have plenty of kosher products including heimish brands though I usually go with OU.
Re Buy Rite vs Mountain I would go with whatever is more convenient because they're like a half hour apart. If they're equal to you then I'd go with the place that has more relevant things on their sale flyer.

Does Shoprite carry chalav yisroel milk and cheese?

Yes shoprite has chalav Yisroel milk area and lots of cheese yogurts etc

Yes! They have a lot of Jewish products. Mehadrin leben and yogurt, empire chicken and meal Mart meat, bodek vegetables, seriously could do a one stop shopping there.
The frum stores have their place for greater selection of specialty Jewish stuff, but they're farther from where I stay and if I need to stock up especially on home supplies at the same time ShopRite has all that.
