I see some toppers now advertised that look from the outside like a full wig.
But underneath only topper.
I don’t get it. Question is: does it cover your whole hair?
Is it allowed? Why wouldn’t it be?
What’s the benefit of it over a full wig ?

It doesn't cover the hairline at all. Think of it as a yarmulke with hair coming out of it. It's placed on top of blow dried styled hair, and mixed in.
