You can paint the cabinets and paneling. strip the plastic off cabinets and sand the wood. Also for about 1500 put in new cheap countertop.
Get new handles for cabinets. Less than 2k for a facelift on old kitchen.

Your kitchen sounds similar to mine. Get some plants in colorful pots, and a cheerful rug for in front of the sink, and maybe some pretty hand towels. Kitchens are where you cook for people to nourish them and make them feel good. If you make things cheerful with accessories, the colors you don't like recede into the background, and you'll feel energized while cooking for the people you love.
