Oh wow, you have to make bags for school parties?! Around here you only make goodie bags if you make an out of school party and at age 4 not everyone does yet.
Usually school parties here mean bringing in cupcakes from an approved bakery (hechsher, nut-free) plus a present for the classroom. This year I'm really excited because the morah said they'd be baking a birthday cake in school so all I have to do is show up with a class gift!

Ask the teacher!
Our school doesn't allow bags for birthdays done in the classroom

I took her to the supermarket and let her choose- she took one drink, one snack, and 2 nosh.
I chose the prize (6 pack party favors from the 99 cents store) because the prize she wanted was out of budget.

Kids here either bring a treat for the class or pekelach. The school strongly discourages sending both. My son had a birthday in his class yesterday and he had one of those party favor noise makers, a loli pop and a bag of bissli. It was perfect.

What on earth is the difference between "snack" and "nosh"?

Thanks.
FTR, while mine are way past that, we did cupcakes and a class gift (a book) in school at that age.
And for home parties, we went heavy on "things" like stamps, stickers, hair things and toy cars, and light on or no junk food.

My rule is one drink (juice box preferably), 1 snack (I prefer the individually wrapped wafers) and 1 candy. My kids really go for the candy bracelets. Sometimes I'll add a prize. Rings, cars, stickers, bouncy balls.

Mondo's are a great cheap option. You can buy them in dollar tree 6 for a 1$! And kids love them!
