I’m looking to stay for the whole succos in Israel. What is the cheapest hotel/ accommodation that includes all the meals in israel?

You can try looking on booking.com.
Succot is high season, and is typically pricey.
Also, are you looking for this upcoming Succot? If so, most places are already booked.

Yes this upcoming succos. I wonder if there is a program that didn’t get booked completely and maybe I can get a good price. I’m looking to be anywhere is israel as long as it’s reasonable and descent. Isn’t booking.com is for hotels with no yom Tov meals and the full Sikkim program?

Yes, booking.com is for hotels, many of which offer a full board option.
I didn't realize you want an entire Sukkot program. Sorry I cannot help.
You are very late in planning. I suggest you start googling and making some phone calls.

I’m surprised all the programs are completely booked. I could also go to a hotel with no program as long that I can spend yom Tov with meals and a succa. If I go on Booking.com how do I know what do they offer?

Why are you surprised that programs are booked?
Sukkot is only 2 weeks away and the entire country is on vacation, plus thousands of overseas tourists come to Israel for chag. Programs fill up months in advance.
Maybe you can find some travel agent specializing in these programs who can see if there are any last-minute openings.
Forget booking.com -- I thought you just wanted a room, not a program. You can use it to get a idea of prices, though.
