I'm curious about this. I am suprised this would be ok because moisturizing with oil has been done since the times of the Gemara and probably even earlier... and even so moisturizing with oil was not permitted on Shabbos. Maybe there are other issues at play here?
Would love to know because I get terribly chapped lips.

I was told regular lotion that is absorbed in skin is fine to use as is a liquid lip balm.
