Anyone know a hotline or vlog with shiurim on the weekly Parsha (other than TorahAnytime)?
(For some reason the TorahAnytime app doesn't work on my phone. The videos always stop working a few minutes in.)

Have you tried the Torahanytime website?
The Kol HaLashon website has a ton of shiurim. You can also call their phone number

Email estwein@gmail.com and ask to be put on her WhatsApp groups to receive the parsha and discuss the parsha (2 separate chats). She makes that email address public if you have listened on Torah Anytime
In fact anyone who is reading this thread should do that, it's a real treat.

She sends out a synopsis of the weekly parsha? Or a small torah/ vort?

No nothing like that. Notes to her shiur before she gives it, and then the shiur itself which is about an hour. And then people ask questions and discuss it on a separate chat.
