Which Rebbes in Israel speak to women and how does one go about getting an appointment? Phone numbers etc.

Many rebbes do. But it is hard to go into a rebbe as a one time thing, usually it is an ongoing relationship as a chassid. Either way:
Toldas Aharon, Reb Gamliel Rabinowitz (not a rebbe, but very special) , Don't know of other ones for sure, but I am sure there are.
