It's a pretty name, but it's not biblical. The word inbal is not found in Tanach. Also, it does not mean a bell, it means the clapper of a bell.
The word in Tanach where the robe of the Kohel Gadol is described is paamon. found in Shmot 28:33-34 (and repeated in Shmot 39).
Rashi at that link explains paamon as זַגִּין עִם עִנְבָּלִין שֶׁבְּתוֹכָם, bells with clappers (inbalin) inside them. The word he uses for bell isn't in Tanach either. Both of the Aramaic words Rashi uses appear in the Mishna and the one for bell appears in Onkelos on the first pasuk.

Yeruchum is a regular name in Yeshivish families.
I know an Inbal whose family calls her ding-a-ling as a joke. Inbal is the clapper - In Bell.
