I heard that a lot of people have retired/died so it'll take forever until they get around to it.

YES!
Hashem sent a Yeshua in that many Board members retired/died. Read it will take a year before they can consider this resolution.
The 140,000 comments against (only 5,000 for) slows down the process as well.
