Best toy is the BOX the toy came in.

this age they love throwing small toys in a container and dumping it out.

Also electronic toys that make noise, lights when push button - but can't
use those on shobbos.

Cabinets, pots and lids, egg carton full of eggs, let him spill his snack on the floor and step on it until they are all tiny crumbs and hard to sweep up... want more ideas??

Putting tzedakah into pushka.
Sand table.
Water table.
Magnatiles and Mitzvah Kinder.
Balls.
Cozy Coupe.
Slide.
Paper to rip up.

My daughter still finds food the greatest adventure, so that helps.
But even the above usually need a person to help and facilitate, most non-destructive things don't work for self-entertainment.

I put my ds in his highchair and tape paper onto his tray. strip his clothes and let him paint or color.
He also likes to put pipe cleaners into an upside down strainer.
or tape items to his highchair tray and let him pull each one off.
also this toy is very successful in my house.
also toys like this one
I sometimes give him a few pots and a metal spoon (this is only when I can handle all the noise)
the kiddie bike (with no pedals) (like this one) is also great
