I am looking for a place for a family to vacation Yeshiva week that meets the following criteria:
1. Waking distance to a shul
2. Warm temperature
3. Good for all ages- things to do for kids and teens
4. Inexpensive
5. In the United States

Southern California (LA/San Diego)
South Florida
Phoenix

You’re very limited with the criteria. Not too many places in US have truly warm
Weather in January

Why not just stay in the box and go to Florida? There's a reason it's so popular. It meets all of your criteria.

There aren't so many places that are warm and have daily minyan in January. If you want out-of-the-box, cross of Florida. That leaves Phoenix and San Diego that have been mentioned, but also check out Palm Springs and maybe Houston or Dallas. I also don't know what your definition of "inexpensive" is. If you don't need ultrawarm, you could also look into Atlanta or New Orleans.
