Not necessarily. Many will be at the workshops. The official Ohel group visit was on Friday.
I doubt it’s ever empty on Sunday afternoon, but I doubt it will be crazy packed.
ETA: Tzeirei went on Motzei Shabbos, so that is not a factor either.

I was there last year this time and it was pretty packed, lots of Shluchim who can't leave town for shabbos come only for Sunday and will be at the ohel.

There is also a kid's program (1,000 boys), as well as a program for lay leaders. Those groups will likely be there tomorrow if the shluchim went Friday. If you wait until about 4-5 pm, then all of these groups, plus the shluchim who couldn't make it earlier, will all be at the banquet, and it will be much quieter.

It is a group of 1000 young shluchim, usually 3-8th grade. They go to the Rebbe's ohel to write a request for blessing, file in quietly, say some Tehillim by the gravesite, and leave.
If they do a kids' program, it is in the temporary structure next to the cemetery, and they share inspiring stories, give tzedakah, say Torah passages, and sing the Rebbe's songs.
If you haven't been to the Ohel yourself, you should definitely experience it. You'll also see how it can be extremely appropriate to run such a children's program there.

The kids program is a shabbaton in crown heights for children of shluchim from around the world. Often some of them do not have religious friends their own age in their hometowns.
They bring the kids for a short time to say tehillim at the Ohel.
