Dh would like a phone that

1- can send and receive data (ex pictures, videos) would be nice if he can have whatsapp but not a must

2 - can have about 5- 10 apps (ex Waze, uber, weather, one or two news sites)

3- Aside from the specific apps chosen, does not have internet access

4 - ideally cost around 150 or less

Should he be getting a smart phone and then some sort of filter on it (if yes what type?) or something else? is there some sort of kosher phone that can do this? As you can see I'm really not very tech savvy (and neither is dh) so any help is appreciated.

First of all, do you already have a plan?

We went through this recently, but my husband is still on his parents' family plan (Verizon), which really narrowed down his options. From our (limited) research, "Kosher" phones were WAY more expensive than we were looking to pay. We bought a smartphone from Amazon for less than $100 (after determining it was compatible with our plan). We then installed the apps we wanted (for example WhatsApp, Waze, Zmanim), and then went to someone who removed the browser. (Do you have TAG in your community? They said they'd have to charge, but we ended up finding someone who was willing to do it for free.)

B"H seems to be doing just fine, a few months in.

Hatzlacha!

This one is more expensive, but comes with a custom App Store with the basic necessary apps and no browser.

Following, interested for ds too. Amother oak, could you please give more details? How does the plan affect it and what phone did you buy? Thanks

You could get any cheap smartphone (lots available for that price) and take it to tag or a tech savvy friend to kosherise for you.

You need a data plan if you want to send and receive pictures.

If you're not looking to change plans, then it may narrow down your search, though many phones can be used on most plans these days (just be careful to look before purchasing).

We bought a Moto from Motorola and removed the browser after installing specific apps.

Is that helpful?
