I find they're aging out of typical toys at that age and moving towards games but that only works if she has people who will play with her. If you want things she can do independently I love projects. This one was great https://www.amazon.com/Melissa.....=8-5.
Also sewing kits like this https://www.amazon.com/America.....OC0Q/
If you want games we love skip bo, perpetual commotion, also ticket to ride but it's more than your budget when not on sale.
Other ideas my kids (both genders) have wanted at that age are roller blades and scooters if you don't have.

Craft kits are great for this age. They can do them independently, keeps them occupied, can be done with a friend or on their own, it's not just another toy that ends up sitting in the shelf taking up space when they get bored of it, they feel accomplished when they walk away with a completed project... Just search on amazon for craft kits for girls.

diamond art also seems popular with that age. you can start with the very small ones and then move up.
also a good activity when friends come over, they can each do one.

Newberry dolls are my favorite, but they don't have open-close eyes. (I personally hate when dolls have open-close eyes because they creep me out and they get stuck, but that's a matter of personal taste.)
EDIT: I now Googled them and I see they're unfortunately not as available anymore.
