dh and I want to go for a nice steak in jlem, next time we will be in the holy land 
we hardly ever eat out, and the city we live in has very limited kosher restaurants, so when we will be in jlem we would like to go somewhethere special. we will leave the chidlren with a friend so it will be like a date , we want it to be special but not SUPER EXPENCIVE (we will gladly pay for the quality of food and atmosphere!)
do you have advice where to go?

Delicious food = Sheyan!!!!! It's chinese. They have beef... chicken amazing food. Not sure about steak.
Rodriguez has a good hechsher and fantastic food.

Skyline is expensive. Look at spending 500/600shekel minimum,
Red heifer also expensive.
I would rate rodriguez in har chotzvim or korus all haesh in centre 1.
