it can be a dangerous compliment too, for people struggling with eating disorders
another issue, it's possible that person is sick and lost the weight because of it, doubt it that she'll take it as a compliment.
I ususally don't comment on weight loss, rather you look good

Another problem with complimenting weight loss even when it's done in a healthy way is that statistically speaking they will almost for sure gain it back and every compliment that they received when they were thin will reinforce the idea that they only looked ok while thin.

When I know someone is working very hard to lose weight I will comment - I think it is a compliment.
It has been very well received any time I said anything!
It's nice to know that others think you look great and your hard earned weight loss is noticed.

Most women in their 30's or higher are at least a little overweight. Being overweight is not healthy and most find it less attractive. Therefore, it's a complement to acknowledge someone's weight loss.
