Absolutely heartbreaking movie! So good, but hardly what I would call a romantic comedy. Seriously.
I really loved "Isn't It Romantic." Just adorable and light, good fun. Rebel Wilson is one of my favorite actresses.
You can also look for classic old movies, like "Bringing up Baby" and "The Egg and I".
If you like anime, "Whisper of the Heart" is really sweet, and beautifully drawn. It doesn't feel like a cartoon, it feels like moving art. My DD loves this movie so much, it's totally safe for kids.
