Does anyone know of any places that I can currently get a catered bar mitzvah meal in any kosher Flatbush venue for an average of about $20 or less per person?

Maybe Chaim Berlin, I think they charge about $25 per person

If you would go to boro park, Anshei Sefard has a caterer Mr. Rottenberg, he charges about $40 per couple. He might cater in other halls too.
