I'm trying to help a BT friend of mine start a personal library of Jewish books—
What books would you recommend for a BT who is basically starting from zero?
Books that are informative or inspirational, etc.

Other than your basic Siddur, Chumash, Tanach, Tehillim and Machzorim of your choice:
I found the Artscroll series of halacha on Shabbos by Rabbi Simcha Bunim Cohen very useful when I was learning. (Any other comprehensive guides are good. There is one by Feldheim which is illustrated.
The Kosher Kitchen by Rabbi Binyomin Forst. (Or any comprehensive guide to Kashrut. there is one by Feldheim which is illustrated.)
Pirkei Avos
I enjoyed the Midrash Says, series, as well as the "Let My Nation..." series by Yosef Deutsch. Also, there is a set of two books called "The Weekly Midrash" which is a translated version of Tzena Urenah put out by Artscroll, which I recommend.
Aneni (This is put out by Feldheim)
If you can get a hold of it, Techinas: A Voice from the Heart by Rivka Zakutinsky. (This is out of print, so finding it would be like finding a treasure.)
Guard Your Tongue by Rabbi Zelig Pliskin. (my favourite adaptation of the Chofezt Chaim.) I recommend anything by Rabbi Pliskin. Anything having to do with learning the laws of Loshon Hara is important.
Biography on whoever your friend is interested in. If your friend is a woman, it is important to find biographies about women, because I think women need their own inspiration.
I recommend All for the Boss. I remember someone once telling me that was one of the books that inspired her to become frum. I couldn't think of a better recommendation than that.
Anything by Sara Yocheved Rigler. (She has written two bigraphies on women, as well as some other really good books.)
Anything by Tziporah Heller
Mirrors of Our Lives and Water from the Well by Holly Pavlov. (I really enjoyed these.)
Someone here mentioned the Eliahu Kitov Books. Those are really good.
This is a large list. There were mostly the books from my early days of Teshuvah. (I did mostly the "how to first" or halacha, as well as siddur, and Tanach and Tehillim, and then built up to other things.) Tell your friend to build up slowly, and gravitate to the books that inspire or speak to her. If it is possible to borrow, or be a member of a Jewish Library, I recommend that too.

I think these are Rabbi Apisdorf. Google Shimon Apisdorf,
Too much of a rush to think but Rav Schwab on Prayer is magnificent. And Rigshei Lev is useful on a practical level.

Gateway to Happiness by Rabbi Pliskin
Making Sense of Suffering by Rabbi Yitzchak Kirzner, zt"l.
If there's extra money for fiction, Dual Discovery by Zecharya Hoffman.
