If I had a home like the one pictured above, I'd install a no shoes rule too 
I try to encourage everyone to take shoes off, especially in the winter. Where we live, shoes bring in a lot of sand.
However, we very often are in and out frequently, and it's pointless to take off your shoes if you will only be in the house for under 5 minutes.

I think it's much more common in cold climates, especially if the floor is covered in wood or carpet.
From what I've seen, in climates where most homes have stone or tile floors, it's much less common to remove shoes.
