You edited your post after I posted and I almost didn't see it.
My initial suggestions is DND. And screen off. My later ones were untill that's possible.

It sounds like you know it's somewhat wrong but there is a part of you that isn't fully convinced it is fully unsafe as you feel like you are in control.
I know you feel like you are in control of doing both at the same time. But the only way to stop is to accept that you are wrong and the way you feel is misinformed. People who drunk drive or sleep deprived say the same thing, and just because they got home safely does not mean they are correct.
You need to accept right now that you are absolutely wrong and that's it. Make a rule for youraekf to never look or glance at ur phone unless you are parked.

OP, you say you can't stop.
Many people said they "can't" until they injured themselves or someone else. Suddenly they were able to stop cold turkey.
Of course you can stop.
