Anywhere between 16 and 29 kids. It depends on the age. They split a class at around 30 kids.

The more people who come to Cleve, the less OOT it is. I've been in Cleveland since 2005 and it's much much different now than it was then. My husband is dying to move but we can't find anything like 2005 Cleveland that's as affordable as Cleveland now unless we make a huge employment change.

Scranton, PA!!
It has everything you're looking for except I don't know the job market for teachers.
Kingston is about 25 minutes from Scranton but is mainly Chabad.
Both are similar in terms of affordability.
Only 2.5-3 hour drive to NYC.
Very nice, low key, friendly, warm.

Northeast Philly sounds like it could work for you. Multiple school options, everything from elementary to HS for both boys and girls. Great community! You would need to speak to the local schools about jobs, that I don't know. And husing is super affordable.
Bala Cynwd PA might also be an option, but it is more expensive.

You can get a nice house for under 400k. You do need a car, but it's feasible to manage with one under certain circumstances.
Shoprite delivers, and there is courtesy busing for the school.

Not as OOT as it used to be. But we love Baltimore. Depending which area you look at, some houses are way below $400k and some above. There are multiple (not a ton, but a few) schools to choose from for elementary, high school and yeshiva.
