I've read on some posts here that many feel it is dangerous to use a blech on an electric stovetop. Does this apply only to the blechs that cover the entire stove? How about those that only cover one coil?

It's only a problem with a flat glass-top. If you have electric coils there is no issue.
For a glass top I use a cookie sheet upside down on two burners, never had an issue, it leaves room around the glass so it shouldn't crack.
