Would you allow DS to wear a temporary tattoo Purim? As part of a costume? Why or why not?

Yes, as long as it's not a hate or rasist symbol.
Why not? It's just like face paint

I guess my concern is what will other people think... or that it’s copying something that’s not allowed.

I would not. But I have very, very strong feelings about tattoos. My grandparents were all tattooed in the camps. I can't see a tattoo as anything beautiful or fun or cool. It's not even the halacha. It's beyond that.
ETA: I see kids in my neighborhood with it all the time and I get that it's just "fun" for some and your kids would certainly not be the first and only to do this but it makes me physically ill to see kids doing this.

I wouldn't care what people think. If you have another reason, that's different in my opinion. I can understand why others are against it but I don't make decisions based on what people will think.

People will think it's Purim, probably not appropriate depending on where you are

Yes, in Israel the henna type (lasts a few weeks) are very popular. I haven't had one myself but I know plenty of dati (especially MO teens) who get them and I don't see the problem.

I don’t love it but wouldn’t make it a fight.
Last year I bought my son a tattoo sleeve. It’s like a stocking covered in tattoos. (Just if you do but it was very hard to find appropriate designs). That didn’t bother me as much.

I've gotten henna tattoos just for the fun of it, and my kids do the same with temporary tattoos. I'd have no problem with it on a plain old regular day, certainly on Purim I'd be ok with it.

Only for Purim, but I totally respect people who don't let. I understand both sides. I think it also depends on your community. MO, no problem, I see it all the time. They even give them out at Purim carnivals. Chassidish, not so much.
IMHO, it's just like makeup. You put it on, and wash it off. That is just my opinion though, and I realize that other people have sensitivities that would be against that.
