It would be post high school and specifically looking for training as an electrician. Could be in US or in Israel (although I don't know if that would work if he want to eventually work in US?)
I know Darchei in Far Rockaway has some vocational, but my impression is that it's for high school boys only.

There are yeshivos with dorms for guys who work all day with Seder I’m in the morning and at night And I think, but not 100% sure, other sedarim for the guys who aren’t working full time.
Would a yeshiva like this work? and then find your son a job working for electrician who is willing to train basics and he’ll learn more as he works.
