I would try a paper towel with windex first. Steel wool can permanently scratch the glasses.

I don’t have a dishwasher.
Steel wool scratches! :/ maybe I’m doing it wrong? How much pressure etc?
Last time I washed a glass it broke in my hand

I once heard that filling up a large container with dish soap and ammonia and letting the glasses soak overnight will get off the residue.

If they are similar to the marks left on the neironim candle glass cups, I find a wet paper towel with comet works to clean them without dulling them.

My DH puts the cups in a ziplock bag with a little ammonia and lets them sit for a few hours (or overnight, or for a few days, till he gets to them), then rinse & the are beautiful!

Yes. I use a 3:1 water:ammonia proportion, put glasses in a zipper bag and let them sit a day or two. Seal it well. Then open with a window open or some circulation, and rinse. I find that I can use a gloved finger to gently wipe off anything still sticking to the cup. Occasionally I've used steel wool but I very seldom need to.
I should mention I don't use cups every week, just Chanukah. This technique is a mechaya. For weekly lighting, I'd stock up on a few weeks worth of cups so I wouldn't have to do it weekly.

Also, if you have oven cleaner, you can use that in a similar manner as described above... (If it's the "5-minute" you can try in that time frame, or) Spray with oven cleaner (careful to do in well-ventilated area), let them sit overnight in a bag, should wash out well!
