I don't know why. The annoying government (NJ) won't answer my phone call, and they haven't mailed anything yet. I filled out all the paperwork... how are we going to survive this now???

I had that. The short answer is, stay on the line on hold, they do eventually answer even after half hour on hold sometimes. Mine was ineligible because even though I only have a part time job and don’t get benefits through work, still I had to apply through my employers disability insurance company.

Chasdei Hashem the issue was resolved and I got approved and got the money!

In this case I clearly see the benefit- we got the money in a lump sum and didn't spend it on mundane weekly expenses. Now I can set it aside for some big expenses we have coming up!
