I have an opportunity to change my coat closet but will only be 24” deep. Is that too shallow?

24" is standard. If you can get another 4"it's nice. But most cost closets are the same depth as regular clothing closets which is 24" and it's sufficient.

Also is it worth it to put a light in the closet of its so shallow?

24" is standard, but for coat closets it's always good to get an extra few inches because coats can bulky. You don't need a light, but it's nice. Especially a motion sensor.
