According to the Blumenkrantz book or OU, can a Chometz Metal Spice Rack be used for Pesach if its cleaned well?

If you want to you could pour boiling water over it as well.
How many spices are you buying for Pesach that you need a spice rack for them?

Not much! I bought 2 Paprikas, by mistake, and I think onion powder and black pepper, and maybe one or 2 more, but this way I can leave it in the same place for after Pesach.
