Divorce in Israel - may one first go to family court?

Here, let's move all our passion to the Beit Midrash.

Topic under discussion: when divorcing in Israel, is it permissible to go first to family court for mediation, from a HALACHIC perspective? Recommended? Why, or why not?

In certain cases it's permissable to go to secular courts, but only with permission (a heter) from beis din.
