When is this money supposed to come and is it for everyone in NY ?or everyone in the USA?
Or any American citizen regardless of where they live?

Ostensibly, the relief funds are supposed to be allotted to Americans earning less than $75,000 per year. One would need to prove this via tax returns. How long it will take to get this program up and running, let alone when the funds will actually be transferred to Americans, remains to be seen. But with all the money the Fed is creating, who knows what $1,200 per adult will actually be worth by then... In other words, many of us aren't holding our breath.

The refunds should be going out within three weeks.

I believe if you file a joint tax return the threshold is 150k. In terms of a time frame they said around 3 weeks if you've had a refund sent by direct deposit

Are you saying the Fed is printing more money to do this?

(if a 2018 or 2019 return as been filed - not additional action required.).

How many dependent children the family has is also considered.

A family with 200k and 5 kids gets $2,400.
