I got little tikes waffle blocks on sale and they loved it. It has these great instructions where it shows each step with what they need-2 red, 1 green etc and it's so simple my 4yo can do it with minimal help.
I had the castle set-it has about 6 different options to build and obviously they can make their own.
I've bought them the steam train set now for pesach when it was on sale.

The older two are probably ready for basic board games like candy land.
Also, print paper dolls and lots of blank clothing. Have the kids color them and then they can play

Lego Duplo, puzzles, Mr. Potato Head, tube toys (tubes that go into each other), magformers (more expensive), reusable sticker scenes, Zingo game (the regular one), Match the Mitzvah... Melissa and Doug have a lot of toys good for that age, there's one that comes with small different color shapes that you have to put together on boards that have a picture on it... Coloring books with crayons or Crayola twistables...
