Just keep trying the website over and over eventually you will get through. It may take hrs or days.

You won't get through by phone , so don't bother waking up in middle of the night as some have suggested, to call. There is somewhere on the form where you can contact them by e-mail. I'm surprised that they already declined you. I submitted my claim 2 weeks ago, and have not heard back yet. My status says "pending". The newspapers say just be patient.
