as I was cleaning the other day, it occurred to me ... why don't we say a brocha before we start to clean for pesach isn't that the onset of searching for chometz ?

I don't know why we don't start earlier, probably halacha ramifications.
But keep an area NOT cleaned, otherwise you can't make the bracha. Like, I didn't clean the attic, which my kids play in, and we'll check it at bedikas chometz.
Or the minhag of hiding pieces of chometz.

Because the chiyuv of checking/searching only starts tonight.
