Some P3 agencies are hiring providers to provide online P3 sessions. It was approved by NYC.

I am still working with my independent P3 students. I'm using Zoom and collaborating closely with the teachers so the students can get as much out of it as possible.

You can definitely apply for unemployment. Even an independent contractor paid on 1099 is eligible under expanded pandemic unemployment eligibility parameters.
Whether you can do that simultaneously with also working online, is a question for a professional. Much trickier.
