Day care in Monsey is allowed to be open. Would you pay if unlicensed daycare is not open but she is expecting her money?

If she's not licensed how could she be allowed to be open? She's really just an (illegal) big playdate - not an essential service.

If she is not legal, why is she following the regulations regarding being open? It seems as though she is being selective in terms of what rules she wants to follow.
Is she reporting income from the day care center? Wouldn't she be eligible for money under the guidelines?
Would you send to day care if she were open?
I am not trying to be snarky but all of this would enter into my analysis.

Legal daycares are allowed to be open. In Rockland county. I know someone working for such and they're in constant contact with the inspectors to make sure they're following the laws. About unlicensed, don't think they would take the double risk And open. Tho don't know about paying

She's unlicensed. She says day care in Monsey is closed and she should get paid. But daycare in Monsey is allowed to be open. Would you still pay?
