Unless she’s tall, you’re probably going to have to make alterations. You can also try ladies size 6-8 since it’s equivalent to child’s size 18. This season dresses are in style so you might have luck online.
If you live in Brooklyn or Lakewood I could tell you which stores carry size 18.

I am out of town that's why I need links. Also, a teen size 18 is definitely much smaller then a women's size 6-8. My other daughter has probably just outgrown a teen size 20 and would probably be a women's size 4.
