If a yeshiva is giving out government-funded Grab & Go meals, is it legal for them to restrict it to their students only or do they have to serve all NYC children?

Pretty sure they need to serve anyone, I’ve even seen some Non-discrimination ads they are required to publish. I haven’t seen any sort of special treatment at the lunch sites I’m familiar with in Flatbush (Chaim Berlin, Bnos Yisroel, Tiferes Yisroel, Veretzky).
