For twins, you just buy 2 of them. Are you planning to use them on a stroller, only in a car?
Which stroller will matter to know which car seats are compatible.
I like maxi cosi just because it fits on most strollers. I also found the 3 point harness much faster to fasten and easier, especially if you need to be doing 2. I also used to have a graco and found it very heavy and it won't fit on double strollers.

First thing is you want a car seat that is rated for a lower weight starting at 4 or 5 lbs. Also think about the features you want- I wouldn’t buy a car seat that I couldn’t adjust from the front. Lastly, make sure whatever seat you pick installs well in your car. The car seat lady has good reviews and preferential picks https://thecarseatlady.com/. Any car seat that is certified in the US is safe, it just depends what features and conveniences you want.

For newborns? I like the maxi cosi best but I believe the britax is also one of the top in safety.

For next stage get one that grows with them so RF-FF. I like the diono radian it’s super narrow but it’s expensive. Britax or graco have good ones too. Little bulkier though.

I think the snap n go is only compatible with the graco car seats.
Maybe there's a different brand snap n go that's compatible with other brands car seats? Before you buy, make sure they're compatible with snap n go.

I just realized that you said twins... the britax bagile makes a double stroller similar to the city mini (easy fold, super light and agile lol) and it comes with car seat adapters to make it like a snap n go. It works with the britax car seat which is very safe and has great reviews.
