Why does ds confuse these sounds when reading only?

DS (5) consistently confuses voiced and voiceless sounds only when reading Hebrew (and not when reading in English or when speaking). So he pronounces a vav as a fey (and vice versa), a bais as a pey (and vice versa), a tes as a daled etc.
(Those are all sounds that are produced the exact same location and way as each other except that one is voiced and one isn’t). He does not do this when speaking and I don’t
think does when reading English (but actually I’m not 100% sure).
What does this mean and how do I address
it?

Does he confuse the sounds when seeing only the letter, and if you show him one short word by itself? Meaning that it's only when he's trying to read sentences?
Have you had his hearing checked that he can hear the difference?
Might be worth talking to his teacher (do they have a specific teacher for kriah?) and seeing if they found the same. And I agree, it could be worth looking at doing some sort of assessment.

I don’t think so because I don’t remember this being an issue when he originally learned the letters and sounds. Now that he’s reading words he’s doing it (so he’ll consistently read for example, “vayomer” as “fayomer) but when he originally learned the letters he didn’t make that mistake. So I can’t imagine he learned it wrong.

Kids go through developmental stages so I would give it time to see if it resolves. Threres a website centerforparentingeducation.org it mentions that 5 1/2 kids reverse letters and numbers and it isn't a good age to teach reading and writing. Not sure if this is relevant but wanted to throw it out here.
