It's okay to defy an unjust law as an act of civil disobedience, but the civil part of the phrase indicates that the disobedient citizen accepts the consequences.

So yes, there will be a dispersion, summons, fine, cease and desist order, or whatever the law requires for any violation such as kids' carnival, school operating, nonessential store opening, or overcrowded minyan.

Because not much can be extrapolated from this yet. All pandemics experience lulls. Some peter out, and the viruses disappear. But some return in a more lethal and dangerous form. It's too early to know yet which path this virus will follow, and we probably won't know till the Fall.

If we assume that this lull means its over, then we can all be in big trouble if Ch'v this returns in its more dangerous form. This is why we need to keep restrictions in place. This doesn't mean we can't reopen, it just means that we need to proceed with caution and keep some restrictions until time deems it completely safe.

No one wants a repeat of the month of April.

I make no predictions about what will happen with the virus, but I do predict that this discussion will continue to repeat until sometime after the virus stops being a health concern with occasional flare-ups after that, such as on anniversaries of dates of importance, when the next threat to global health arises (even if it's entirely unlike this one and the recommendations of experts are quite different), and will remain endemic in the vaccination forum for the foreseeable future.
